You're close. But Santa Monica Pier has an amusement park on it, so you'd see a Ferris Wheel or something like that in the background.
Move South by one town . . . into Los Angeles proper . . .

Unless it's on the South Side of Chicago, it's only a guess! I was going by the deck, and the size.
